On the morning of January 26, the 5th Session of the 13th People's Congress of Shaanxi Province, with the attention of the whole province, opened at the Great Hall of Shaanxi. Shouldering the expectations and trust of the province, deputies of the Provincial People's Congress from all regions of the province and all fronts attended the ceremony, fulfilling the sacred duties entrusted by the constitution and the law, also laying out a blueprint for the work in the new year.

Seated in the front row of the rostrum were the executive chairman of the Presidium of the conference Liu Guozhong, Hu Henghua, Liu Xiaoyan, Jiang Feng, Zhu Jingzhi, Guo Qing, Liang Hongxian, Dai Zhengshe, Guo Dawei, Han Shuiqi. Also seated on the rostrum were: Zhao Yide, Han Yong, Ma Zhongping, Zhang Guangzhi, Liang Gui, Xu Xinrong, Wang Xiao, Wang Xingning, Zhuang Changxing, Wang Hao, Yang Zhibin, other members of the Presidium of the conference, vice governor, vice chairman of the Provincial Political Consultative Conference, President of the Provincial Higher People’s Court, Acting Procurator of the Provincial People’s Procuratorate, members of the Standing Committee of the 13th National People’s Congress in Shaanxi, the main personnel in charge of the Provincial Military Command and the Provincial Armed Police Corps, the main responsible personnel of the vice-ministerial level colleges and universities in Shaanxi, deputies of provincial 13th NPC, provincial cadres among committee members of the Provincial CPPCC, etc.

According to the agenda, governor Zhao Yide gave a report on the government work to the conference on behalf of the provincial government. Zhao Yide said that 2020 is an extraordinary year in the development of the province. Over the past year, confronted by the complicated situation, arduous tasks, especially the severe impact of the COVID-19, the government followed the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the epidemic prevention and control as well as pursued economic and social development, also continued the three critical battles against poverty, pollution and major risks. The economic recovery turned out to be better than expected. The gross product value stood at 2.62 trillion yuan, increasing by 2.2%. The per capita disposable income of urban and rural residents increased by 4.9% and 8% respectively. Achievements were realized in terms of epidemic prevention and control as well as the economic and social development.

Another three agendas were conducted during the conference: review the draft and description of the fourteenth five-year plan for the national economic and social development of Shaanxi Province and the 2035 long-term goal outline; review the report upon implementation of the national economic and social development plan of Shaanxi Province in 2020 and the draft of national economic and social development plan for 2021; review the report on the implementation of Shaanxi Province’s 2020 fiscal budget and the draft of budget in 2021.

Also at the conference were members of the 12th Committee of the Shaanxi Provincial Committee of the Political Consultative Conference, some deputies of the 13th National People's Congress who were elected by our province, and the main leaders of relevant departments directly under the province.
